Right now, any frigate pilot understands that tackling a BS short range means that you must disengage as soon as his drones are launched, as there is a good chance you will not have time to align and warp before they kill you. If you have a plate, which, when the next patch comes, will require a much large sacrifice than it currently does, your chances improve, but not drastically.
Under the new drone situation, it looks even worse. Two webbing drones and three heavy drones will do as much damage as the nine heavy drones currently do, plus you will be unable to exit web/disruptor range as fast. Again, with the plates, even more so.
This reduces short range frigates to one thing: killing other frigates. If you are trying to tackle for a BS gang, you will need more tacklers to help you. A single short range frigate will no longer be able to hold down even an NPCing apoc until your gankers arrive, unless they were all in the system and aligned already.
The short range tackler is dead. There is now only short range frigate and mining barge hunters.
Another potential concern is the long range tackler. We don't yet know how fast webbing drones will move. If the large webbing drones go fast enough to intercept an inty or frigate orbiting a BS at 15km with MWD on, this will completely destroy long range tacklers, as well, and all with the same drone selection as the above two webbers and three heavies.
Currently, long range interceptors are able to stay out of range by carefully managing their speed, and selectively using the MWD so as to keep enough cap to run the disruptor (unless you have gone full relays). Doing this, heavy drones still get in range very often, but you're able to scoot away.
However, if two of those drones are webbers, you're going to be either warping out, or dying.
The standard setup of drones in the next patch will be two webbers and three heavies, and they will decimate any frigate that tries to tackle them. Unless those frigates have help very close by, say within 30 seconds, it will be incapacitatingly difficult to kill them.
I think an inty can still avoid the drones with his MWD on. Also, if you're in a T1 frigate, you should expect to be swapped like a fly....or at least bring some other buddies along.
